Does lower irradiation mean a project is not viable?+

Not necessarily. Project economics depend on electricity tariffs, self-consumption ratio, land or rooftop cost and grid connection capacity — not on irradiation alone. A rooftop project in a lower-yield province serving high daytime industrial consumption can outperform a higher-yield site with poor offtake.
